Blame the old fashioned heritage practice only allowing women to inherit if no male line was left (semi Salic), as stipulated to apply to Luxembourg per the 1783 Nassau Family Pact, else Queen Wilhelmina would have been shared monarch of The Netherlands and Luxembourg at that time – and King William Alexander today.
And also the Second Treaty of London (1867). Perhaps also the French for seeking to buy Luxembourg for 5 million guilders, and the Germans for opposing the sale.
Edit: apparently some don’t get that I am only joking about the color of the flag. The blue is way too bright/clear for the Dutch flag and therefore looks similar to the Luxembourgish one.
