Poor people frequently don’t have a ton of options so they steal, but they don’t necessarily want to do that. Incomes go up, they can afford stuff, they buy it.
Especially since second hand cars imported from Western Europe are quite cheap in Eastern Europe.
Would be interesting to see a breakdown by country. Would like to know if this is a general consistent decrease everywhere, or spurred by massive decreases in a few places.

Immobilizers, tracking systems and other anti-theft devices have made cars more difficult to steal.
GPS tracking, most likely, as well as more difficult to open electronic locks (not saying they’re unhackable, but they are harder than just popping the window and hotwiring the car nowadays).
Kosovo declared independence in 2008. Coincidence? I think not. Now, if you guys accept us into the EU, that number drops again.
This makes me very happy. Unhinged petty theft just ruins person’s mental state.
