I’d go one step further and make access to decent housing a basic human right.
Tories are anti working class and poor people (and ALWAYS have been) – the sooner the voters get that into their thick skulls the better.

The housing crisis is a can that has been kicked down the road for decades by both sides of the House. It’s only become worse with each kick.
Their interest lie in maintaining power & winning the next election not necessarily in doing what is “right”. Short term platitudes like first time buyers tax relief have a less negative impact on votes rather than long term fixes, such as limits on buy to lets.
In fairness, we already have 1001 regulations about rented accomodation. Creating a general, poorly defined “fit for habitation” requirement just gums up the courts as they have to hear cases about what exactly in each and every case is or isn’t fit. If be more supportive if this replaced other weird regulations or contained a measurable definition of habitable.
“unnecessary regulation and cost to landlords”
I agree, all landlords hear is ‘I’ve no heating’, ‘the window won’t shut’, ‘whys there a hole in the ceiling ‘. We wouldn’t want them to incur any costs for making their buildings habitable, what kind of monsters do they take us for.

Things are simple: kneel the population so that nouveau-riche people of let’s say “Asian” regions can buy proprieties for cheap and rent them to the inhabitants of country, “landlords” hah.
Look at the government; I’d rather have those old school lords who knew that their income comes from their iwn country, instead of someone named Rishiki or Priti (wtf) who only care about large businesses that are not even domestic.
