I was having a walk in a big Italian city with a friend from Russia, on a weekend night. He was surprised by the marijuana smell that frequently reached us, in the open, from groups in the parks, in the streets. Smoking openly could be risky, but so common nonetheless.

You know what they say! When something is illegal all the kids want to do it.
In my opinion Italy is a great place to do it so when you have the munchies you have a large variety of Italian delicacies. 😉
I do not believe the data from Portugal, it is literally the country where I have been offered marijuana the most times on the street.
Never realized we’re the designated potheads of the Balkans. Makes sense when I think about it. Would want to see Albania’s stats though, they’re renowned for their weed in these parts.

By making it illegal only the criminals largely benefit from it. If it would be made legal then we could have safer versions and the government would be able to get sale taxes from it, further incentivizing production of a high quality breed.

No correlation between the two. It’s also illegal in Sweden and enforced even. Yet it’s on the low end of the scale. It’s illegal in Ukraine too but unenforced and the lowest part of the scale.

It’s illegal in almost all of these countries, and actually Italy is one of the few where it’s decriminalised.
In Ukraine and Kosovo the rate is low because kids cannot afford it… and in Iceland it is too cold so it does not grow and also hard to import?
