Should be for young and old too. France is 25 years old. It is not enough (still better than nothing but the cut a 25 is a non sense).
The plan for Ireland is to phase it in gradually.
The first age range was chosen because it’s got the highest numbers who are young, in need of it and still probably in full time education or not earning much.
But no free condoms for men, right?
