theres probably sugar water in there for wasps and such insects to drown in. my neighbour does this too and thanks to this i have a billion wasps around my house

I think it might be for the reflections from the bottles to deter birds. Either so they dont eat plants/seeds on their balcony or dont crash into their windows.

In Italy, people use plastic bottles full of water to deter cats away from flowerpots, doors, etc. Maybe there is a similar purpose here ?
