Seriously, how does Russia handle this? My favorite expression in war is give your enemy dilemmas, not problems as problems have solutions but dilemmas have two or more bad choices.
Russia either needs to materially step up censorship and monitoring of children while putting these two kids in jail (while dealing with public backlash) or slap them on the wrist and expect more minor-aged attacks.
