Moscow has been using its intelligence officers under diplomatic cover to carry out sabotage operations, including attacks on aid warehouses for Ukraine, arms factories, and railway infrastructure.

Sounds like another EU specific problem.
Real countries have the ability to reduce the number of Russian ‘diplomats’ on their soil.
And China for decades.
