This is from a census in Luxembourg from 1858. What I am trying to find out is what city/municipality this was taken in. I for the life of me can’t really make out the writing of the towns except for a letter here and there. Any help would be appreciated.

Commune: Mertert
Section: Wasserbillig
Top left: Gemeinde (Commune) – Mertert
Below: Section – Wasserbillig
Wasserbillig in bottom left besides the signature as well
My guess would be Commune – Mertert and Section – Wasserbillig
I read Mertert there. It’s a village just above Grevenmacher at the german border

Like others have stated this is in the Commune of Mertert in the section (or canton) Wasserbillig. There is another detail at the bottom where it says that the document was signed at the residence of the person in question in Wasserbillig. So my best guess is your ancestors lived in Wasserbillig.
Well, the answer is already given.
Tip: point camera with google translate app at text(or load photo) and see with the app reads.
