He’s been telling his country they are winning, mobilizing would undercut that message.

The upshot, among other things, is that right now supplying new meat for the front is an economic problem more than a political one but that could change.
They done mobilized what they could. All that’s left is to throw whatever shitty bombs north Korea and Iran gave you then hope those dragon drones don’t burn down Moscow.

Like a lot of petty tyrants, Putin is infamous for putting off tough decisions.
Hitler did it too. And Trump.
So Putin thinks mobilization may be unpopular? I mean it’s bad enough that they gotta go fight in some foreign territory. But now they gotta defend Mother Russia? Jesus Christ, that’s really just beyond the Pale, idn’t it?
Morale is bad overall. For conscripts, even worse. Thanks to Russian controlled media. If a Russian soldier is injured and partially immobilized, most will end their lives.
The grave sites in Russia have grown exponentially along with pissed off Russian mothers and wives.
Now with Ukraine sending drone strikes into Moscow, and continuously occupying the Kursk region, Russian media can’t hide or lie about *”well”* the special operation in Ukraine is going.
Putin knows that if the people get fed up with him, he’ll be run out of office. While Putin has silenced most of his critics in the past…he can’t keep doing it without yielding favorable results.
In short
* Morale is in the toilet
* Troops are poorly equipped
* Troops are poorly trained (worse for Conscripts)
* Sophisticated armaments are harder to manufacture due to sanctions
* The *”Special Operation”* has showcased that a majority of Russian made armaments, will probably not be purchased in the near future. India, who used to be a big investor, will probably not buy any Russian military hardware.
