How to report wrong parking

So on my way back home from work I pick up my son from daycare. Every second day someone parks on this very spot. It’s in front of a restaurant so I guess it’s related to this. However quite obviously you cannot just park there. What options do I have to report this? So far I’ve just been mad but from now on I want to report every single person every single time this happens.
