It’s just a warning that you can’t see some videos on the VRT sites for which they don’t have the rights to show internationally. As long as you fill in all required fields (you can put anything you want in the postcode field if your country isn’t set to Belgium).
And as long as you are in Belgium (or their server thinks you are) you can watch everything they have, even if you put another country in that field.
However, if you are at the moment outside of Belgium, you can still see “restricted” videos if either:
* you filled in that you don’t live in Belgium : in that case you have to login to the Flemish government site where you can prove you have the Belgian nationality.
* you filled in that you live in Belgium – in that case, when you come across a restricted video, you can enter your Belgian cell phone number, to which they will send a code to confirm it is yours. Or you can do the same procedure as if you filled in that you don’t live in Belgium.
