The met chief may have a point, but given all the comments that are made about the Notting Hill Carnival, would you want to organise it?
Does the Carnival have a spokesperson that could comment on how well the police are run?
The Met is poorly run. Between the Sarah Everard vigil, ignoring the PM’s lockdown parties, corruption, rape/SA, covering up Daniel Morgan’s murder, shooting De Menezes by mistake, the abysmal conviction rate on rapes, etc etc (the Cressida Dick years).

it’s because carnival is still, on some level, a genuine community festival, with lots of different groups working in slightly different ways and weaker central planning. it would be very convenient for them to force it into becoming a big corporate event with strict ticketing and a Budweiser sponsorship, but that would also make it much worse and shittier. the met hate it because it’s complicated, and also for one other very obvious reason that i’m sure i don’t need to say out loud.

Should be moved to a more suitable venue, like Hyde park. A residential neighbourhood just isn’t a suitable venue for a large event like this.
It’s a miracle there hasn’t been a crowd crush or stampede.
