Since they received the blueprint and the recipe for manufacturing those pagers, the factory in Taiwan that produced those pagers carries a big responsibility, then 2nd but more serious case goes to BAC. They both should've detected anomalies and or hardware/software vulnerability – unless one was complacent or they put profit before safety. BAC engineers should've visited customer sites initially and verified everything was safe and in order. The service carrier routers, switches, firewalls etc should've also detected of illegal/abnormal signals coming to those pagers/radios. Unless a device has legal security certificate, it can't just send signals or messages to other handsets. Those actions are a big threat to world peace and discredit not only OEMs but nations.

    Well, the victims should've opened some pagers prior to activation and examined them carefully and thoroughly; or ordered through a nation closely aligned with them. The United Nations would probably have an inquiry about this – sadly, Taiwan isn't even a member nation.
