Hold free and fair elections and submit to the results.
This is a sign of weakness on the part of the junta. This offer comes after years of addressing all disagreement with force. The war has turned against them, and they’re hoping to preserve some degree their power through a negotiated settlement–probably with the goal of sharing power with another civilian government which they would have the option of launching another coup against.
