He's trying to cut the F-16's air current, it is a "harmless, accidental" indirect way to throw down, damage or put another country's jet into a struggle as there's no international laws to avoid or demand said dangerous maneuvers.
This is similar to the Chinese ships "crashing" into Taiwanese and Philippine ships, you can't return or answer to hostilities if it is an "accident".
