So, are utility bills going to zero? Are the chargers going to work? Maintenance fees? Rental fees instead of ownership, hmmm…I would rather own my own source of power and livelihood. If any gas station goes out of business, it's the owners fault. Regulations forcing conversion is what got us into this mess so no need.
First there is no "Federal/ Washington DC" right to charge law; you are getting mixed up with Washington State – where Seattle is, and a few other states following its idea; including Cali. This applies only to new construction so it doesn't help any existing apartments; to have any impact would take decades. It's probably a bad idea; because it puts those wanting to build new construction in a situation where they now must insure their grid is sufficient to power 10% of their parking stalls with EV chargers. That will limit the size of the apartment as not all areas have commercial level grid. It also presumes BEVs/PHEVs will be the future.

TOTALLY off-topic, but… Lately there have been a bunch of YouTube videos of people being attacked by Kangaroos and having to fight them off. Even a skydiver landing and having one come after him! Have you ever been assaulted by one?
10 states have right to charge laws
To illustrate. Consider the Pepsi Tesla Semi. It's battery =12 standard EVs; but Pepsi; a in a commercial area; couldn't provide sufficient power to their chargers to charge at the full potential speed of the Semi; so they had to have a Megapack put in to provide a boast to have the ability to provide enough power to charge the equivelent of 12 vehicles in an hour. This means even if you are near a commercial spot you need a megapack if you want to charge more than 6 cars at a time. Perhaps you could put in low speed 110w chargers; or 220v that take all night; but thats only 10% that can charge then. You'd need fast charging & require they move after.
Finally … I've been thinking code for plugs in driveways and apartment buildings. Whoever benefits pays, but years from now, it's all in place.
When I pull up to a DC fast charger, what is the most important things for me? 1. The charger works 2. Clean open bathroom nearby 3. Safe well lit area

Lastly say you don't believe 1/10,000th of the atmosphere is warming the planet – then; you will be adding a cost to all the apartment dwellers to help pay for charging of EVs. For what purpose? IF CO2 isn't warming the planet that would be like having a right to gas law and requiring a petrol station in ever apartment. Maybe if the USGS is right and there are trillions of tons of naturally occuring hydrogen gas trapped just in the US; then EVs may not prove to be the long term solution; maybe you need a right to hydrogen gas law. Governent should just get it's nose out of business.
Is the renter going to pay for the needed increase in electric power infrastructure for the building?
They’ll probably install them at the governments expense but won’t maintain them, not to mention profiting from the sale of electricity

Insurance is a huge issue and this bill is short-sighted
Doable, but there is a cost for this initiative that are not related only the charging stations. In the worst case the apartment complex needs new mains cable and switch board. And much bigger mains fuses (which usually triggers astronomical sounding one time fee and greatly increas monthly cost from electric grid company).
Each item above is easily five figures (annual level, if a subscribtion).

I have no idea what 1m gallons of petrol equates to in terms of typical petrol station pump numbers but I been advocating an idea similar to for years. If implemented, such a scheme would instantly remove the one significant remaining barrier to EV adoption because every ICEV driver in the land knows where all the petrol stations are that they use on a regular basis – including the ones they stop at on long trips. Ensuring that every single one of those has at least 1 50kW rapid DC charger in it would pretty much instantly deal wth EV 'range anxiety'. Only, I'd make it retroactive, too – any existing petrol station with more than 4 pumps has to install a 50kW rapid DC charger in order to remain in business – and can apply for grants to help pay for it. Making the charger 50kW rather than 150kW would massively simplify the installation even to the point where a battery could be sited on the forecourt – with built in DC charger – and hooked up to a very common 16A or 32A 3 phase supply to 'trickle-charge' it and thus no additional electrical supply upgrade would be needed in the majority of cases.
I'd like to see some more "ZipCharge" type portable chargers. It would be better tho if we had a plug for that on the inside of the car so nobody could steal your chargers.
I wonder what we did back in the old ICE days when we could NOT refuel at home? Apartment dwelling folks somehow managed – complete mystery though.

This is a lot better than to directly fund people for buying EV's.
Just a bill.. it means nothing, and will never be made into law… driving isn't a right.. it's a privilege.

The law says that the apartment buildings must install the back bone of charging.
Did Congress actually pass a law, any kind of law…. Thank the lord and God bless us all. This is a DC city law established by Congress. Bowser should sign it. There is some corruption so we will have to see.

Washington and Washington D.C. are hugely different. Very deceptive here. Apartment owners will love this. First their forced to add a service that many do not have a need for followed by the need to police people using these dedicated areas for long term parking followed by maintaining due to wear and tear and vandalism followed by protest on how much they’re charging followed by compatibility complaints that may just be caused by the vehicle, etc. If I were an apartment owner I would just hop all over this.

I live in the UK in an East Midlands town. we have four charges at a Tesco supermarket, five in the shopping centre at least four on-street chargers and a couple in a small retail park
Nobody needs to charge at home…… Nobody fuels ice vehicles at home…… All you need are convenient fast chargers … At the exact same places as gas pumps. … Which is convenience stores……
You're not going to get the kind of power you need run to residences….. It has to be run to commercial places

The average rent for a 2 bedroom apartment in Boston is between $3,500 and $4,500 per month depending on which websites you consult, some put the cost above above $5000. I doubt many are going to install a $20,000+ charger even if they have off street parking. In addition, a majority of renters park on the street. Sam is a suburbanite, like most EV owners, or lives in a less densley packed smaller city. But most people who are unfamiliar with Northeastern US cities are astonished by our high cost of living and how little space we have for parking. These are old and quite beautiful cities, but they were designed hundreds of years ago. We need lots more high speed public chargers at reasonable rates.
Yes, I live in an apartment in the US and I would like to buy one of these affordable used model 3s but without the ability to charge at home, EV ownership isn’t that great. Some people are doing it here but they probably don’t love it.

This is unenforceable by the federal government. It has to be enforced at the state level and most states simply dont bother having any sort of mechanism to enforce this type of requirement.
There must be more to this. I can't see an apartment building owner allowing EV owners to install chargers on the common grid system in the building and letting renters get electric power for free (vs the renter's specific system); that's going to be a big NO from the building owner. Elon needs to ramp up a charger installation business with pay-per-use chargers for apartment buildings, starting with D.C. 7:30 Whoops! If you read it it states level 1 charging if you have a driveway , garage or dedicated parking space . Who I used to work with owns 3 houses which he lets out as the people move out he puts in level 2 chargers and the rent goes up by at least £30 a month

The second issue is, as an apartment owner, I would limit the charger to just apartment tenants. Why? If I open the chargers to the public, I take on the insurance liability of a gas station… a public facility.

You could buy one of those portable battery storage units. First charge it up inside your apartment, then carry it out to your electric car and put it in the back seat. Run your charging cable out the car's back seat window to your charge port and charge the car up.
