Former workers mostly, every unvaccinated healthcare worker has has their pay docked for almost a month and a half by now. They are unable to find another job, or claim unemployment since they technically never were fired and by now everyone has forgotten about them. They will thankfully shut up once what money they have inevitably runs out.
