Not sure what this post is. Rest of the commenters did you try visiting the actual website? It certainly isn’t the one pictured. This one looks more like a test page during development – not that the new goverment websites/”gates” and infrastructure is really much better for today’s standards…
this is what happens when you hire your cousin’s son-in-law and pay him 5000eur web designer job, which he then performs in microsoft paint in 2003 windows xp 🙂

Just exploring this website has some beautiful areas like [this](http://www.mcw.gov.cy/mcw/RTD/RTD.nsf/rtd03_en/rtd03_en?OpenDocument), or [this](https://rtd.mcw.gov.cy/WebPhase1/gui/Common/LoginFrameGreek.jsp?lang=en), or [this](http://www.mcw.gov.cy/mcw/RTD/RTD.nsf/rtd83_en/rtd83_en?OpenDocument). The best part is, that this website is actually supposed to be used in 2022 and at least 50% of sites found in the menu are “under construction”.
