He is a full member of the Central Committee of the Workers’ Party of Korea and one of the five Deputy Chiefs of the General Staff of the Korean People’s Army, following the Chief of the General Staff and the First Deputy Chief in the hierarchy of the “highest military executive body.” This indicates that he is a figure highly trusted by the regime.

As North Korean troops in Russia don’t have independent operational command separate from Russian command structure, he has been assigned the role of a responsible ‘unit manager’ in Russia. He would be responsible for maintaining the number of North Korea troops sent to Ukraine, refilling casualties with additional troops from North Korea.
