Lier, Provincie Antwerpen. For what I saw in the local museum there was a strong textile industry there the last century. They are still selling some of the hand made crochet products at the Town Hall, Visit Lier, Ground Floor.

I guess it’s from a duffel bag or coat, named like the town of Duffel which is next to Lier.
