You seriously do not want a large population of trash pandas here (source: I grew up in Canada). Often, I see dumpsters in front of buildings propped open, most of the bins on the street aren’t raccoon proof, and camp sites/badis would need some new rules. I’m sure someone I hear will be some kind of European raccoon colony expert, but hopefully you’ve reported this because they’re quite mischevious and messy.
So there’s Racoon in Europe due to fur farms since 1934. They can be hunted and killed at any time (do still need to have a hunting licence) and their population has been relatively stable.

I‘m not sure wether you should report this or not. Raccoons are a plague
