That’s not how responsibility works.
Do Russian people consider that inviting the opponent in a complice country for negotiation is a fair offer?
Because this offer is nothing but an obvious public relation management.

Russia will never accept Ukraine outside her direct influence. They will harass and annex more part of the country
I am worried that the negotiation may be concluded with a literal dick measuring contest between Zelensky and Putin.
If that happens, Ukraine will need a vast army of NATO soldiers to help occupy former Russian territory. Perhaps Putin could keep from Vladivostok to the east.
