Seeing that doesn’t say whom it’s from, it’s almost certainly a scam.
Edit: you also got it by mail. Had they actually tried to meet you in person, they would’ve put the card in your mailbox themselves and saved the postage.
If it was anything legit, it would say who it was from. Quick search of the number also indicates it’s a scam.

If you google “Postfach 2005 Osnabrück” you find a debt collection agency and some info on probably other companies using the same postbox… sounds very shady.
Scam… No serious company would use that format.
There is not even a clear hint who and why this got send to you.

Inkasso scam for non existent newspaper and magazine subscription. Don’t call back.
Googled the number and found negative reviews. The cards and number belong to PVZ (Pressevertriebszentrale). Kind of scammy operation dealing with magazine subscriptions. They (and the ‘companies’ they officially work for) are known for offering so called free ‘Probeabos’. You can order a magazine for 2 weeks for free but there’s a hidden clause that you need to cancel the subscription. Check if you have tested a magazine or got one ‘for free’ and forgot to cancel. Then don’t call but send them a letter via snail mail. Otherwise ignore them unless you receive an invoice or Mahnung.
Scam as there is no hint on the sender.
Orange makes it look official from court. But they send letters and always identify themselves.
Lol as if deutsche Post has those opening times hahaha. This is definetely a scam. And now you’ve posted the QR Code to the web, some dunce will probably follow the link and get cellphone cancer or something.
I can remember that the info cards used to look like that, but that was a long time ago.
Please **do not call**, this will just give them your phone number so they can annoy you further. It looks like a debt collection service. It may well be that the claim is not justified at all, so also do not pay if it is not clear why and you can clearly understand why.
Instead, if you want to know why you got it, use a GDPR [(DSGVO Art. 15) sample form](https://www.verbraucherzentrale.de/sites/default/files/2019-10/Auskunft_nach_Art._15_DSGVO.pdf), send it with the number PK-… on the letter to the sender’s address and with the address given on the card (do not give them any information that is not already on the card), then they must send you all the stored data. If they don’t, complain at the Landesdatenschutzbeauftragter of your state. If they store data without your consent or a legit reason, you can then ask them with a DSGVO Art. 17 form to delete it.
Or simply ignore it, if it’s real they will send a real letter.

If it were an important message they’d write a letter and/or sent it as registered mail that requires your signature that you got it.
