Unfortunately the HoW is one of the least financially viable lines and operates with a big subsidy from TfW. I’ve seen one estimate (unofficial) that it’s about £90 per ticket sold.
It’s obviously a priority tourist attraction and I’m sure it helps a lot of people locally. But simply, not enough people use it. What do locals propose to boost use? I imagine they would reject big housing development along the line
