Will the additional road capacity not just get filled up with more commuters, that right now take the train or drive on off-peek time?

And the problem, where most traffic jams happen, are on the on and off ramp, where drivers have to cross the lanes, but more lanes make this more difficult and dangerous. So wouldn’t it lead to more accidents and congestion?

I really don‘t get why additional road capacity would benefit the drivers, more efficient on and off ramps would, or am I mistaken?
