It’s not just about what it costs but *who* it costs. The consequences of extreme weather and costs of rebuilding fall on governments, aid organizations, people (disproportionately in poorer areas), and – provided you can pin them down and actually get money out of them – insurance companies. Meanwhile, it’s the resource extraction companies that really have opinion in a vice-like grip.
