One reason is likely that publicly available details about fuel consumption would allow intelligence analysts to crunch numbers and assess enemy strengths and weaknesses in times of war. Fuel is a major part of logistics and anybody who knows anything about modern warfare knows that it is logistics that will win or lose the war.
Government expeditures on defence are public. Knowing the number of vehicles each army runs, it should possible to get a ballpark figure as to how much they spend on fuel.
The military is one of the biggest polluter
The answer seems obvious, because they don’t want you to know.
