This is a good point. The EU should offer free access to young Russians. Especially those with higher education, they can be a boon for the EU and they would deny the Russian government people to recruit into their armies and scientists to build and design new Russian weapons. Russia has few young people as it is, if we can lure away a generation of young people, the birth rate in Russia will drop even further and ensure an even faster decline.
