there should be a fast track way to fix bad landlord behaviours. like perhaps in a case like this remove a landlord’s right to manage their property and force a management company upon their properties, etc
another issue here is: is there any practical measure to rehouse these families affordably into somewhere with reasonable space

I’ve found that the reality is there aren’t enough checks in place by the council to control situations like this. Just too lenient.

I already know the ethnicity of the landlord and tenants. It’s sad that this it’s common to see them exploiting their own people.
Bet you a slumlord owns the flat below where I rent in East Ham as well. 12 people (Romanian) which party all day and night, yell, fight and argue despite several noise complaints to the Newham council and the police several times a week for the past 2 months. ~6 more weeks until I get to vacate the place.
These slum style houses, HMOS/illegal HMOs, give the biggest yield – whilst obviously damaging the local communities and giving tenants a horrible experience. Literally only the landlords win – the councils really need to get on top of this shit
