If the planes are in the same condition as their tanks then 90% is not even airworthy. Its not like with ground vehicles where a decrepit rustbucket can be still of some use.

maybe they try to seem weak, so that if there is an actual ww3 they are being underestimated and surprise the other armies by being far more effective than expected
The USAF should spend 99% of its time on China.

One side fight for its invaded country.
On the other side it’s conscripts and people who were not even told what these exercises were about.
They must realize it is not peace keeping.
