I think the barracks and rail junctions in Bryansk and Kursk would be on my to do list. This would severely limit the ability to counterattack the Kursk salient. Rostov-on-don might also be a tasty proposition

From what we know so far, that authorization is limited to the Russian Kursk oblast.
