Anything thats under 3mm should be addressed during the winter, but this myth that people continue to do and that is bring your car into a garage on the end of November or start of December and swap all 4 tyres for winter tread ones is a absolute con in this country. I work for a well-known garage, and they prey on this kinda stuff.

For winter driving you should really change tyres before you get to them but where is the fun in that.
