It would also improve the health of the French citizens. Cannabis use has a positive affect on gut health not just for the organs but even influencing the gut microbiome in a beneficial manner.
The more people that can be diverted away from alcohol and tobacco towards cannabis use, the more the reduction in healthcare spending will be demonstrated in the budget.
The savings mentioned here are only a tiny fraction of the benefits that legalization would bring to France.
This makes me wonder why legalization hasn’t gained more traction yet, especially with those kinds of potential savings and revenue.

Wouldn’t happen. Germany faced the same problem with EU laws. Selling Cannabis in the EU is illigal. So germany legalized home and collective growing. Selling is still illigal. The netherlands never legalized.
