    “Governments deliberately chose not to deliver a centralised solution and avoided collecting data, but they *could* have, so that’s bad”

    “Governments depended upon Google and Apple because Google and Apple control the software on the majority of phones… and that’s bad”.

    “Governments didn’t all talk to each other right at the outset and develop a big expensive collaboration on apps, instead of adding it later on in the process”. Yes, because they wanted an app *now*, not in a year’s time.
