It’s because Ukraine is, like, totally dumb.
No ha ha it’s not that at all. I don’t know why Forbes is trying to make it sound that way.
Here is the reason:

It is better used as a drone munition — longer range, more precise.
(There is nothing wrong with the AT4 system, as such, it’s just that tanks aren’t great to take on at short range if you don’t have to. In 1944 there was often no choice — you had to. But today Ukraine has plenty of better ways to take out sparse Russian armor. So they are mining weapons like the AT4 for their best parts.)
The West does not produce or provide Ukraine with weapons tailored to Ukraine’s needs. I should note that Russia deploys mass-produced and purpose-built bomblets for drones. An important aspect of weaponry for armies is how to make a weapon infantry-proof: explodes when it needs to and does not when it should not.

They have varying sizes and payload, but some thoughts were put into how to speed up their mass production. The fuses were standardised. The fragmentation rings were one-sized and bigger bombs have more rings. There are just 2 tail fins pieces for two different fin length for 5 different bomblet sizes.
Most importantly, they are ready for use and packaged from the factories. No need to rig up RPG warheads, melt down TNT in mortar shells by boiling in water for the explosive fills, or cut up AT-4 rockets. I’m certain that not a small number of people get blown up trying to make these improvised munitions.
The people upset by this are also probably the morons who think mounting the whole rocket launcher on a drone is a good idea.
