It’s because a lot of garages can’t fit all their busses in them.
I was working for Putney garage during the 7/7 attacks and all busses got recalled back to depot as most went into central London. A lot of them were parked up Putney high street.
They follow pheromone trails, and sometimes weird things happen like a trail ending up in a closed loop. When that happens they just can’t work out what to do, so they just bunch up and wait until another one comes along with a fresh trail to follow. I suspect that’s what has happened here.
Probably related to the winds.
There’s a bus depot on Streatham hill.
It’s normal for those buses to be parked on the roadside.
Only on Xmas day you’ll see them all in parked in the depot.

It’s just bus opposite day. The day that all of the busses queue up and wait for a passager,
Staging just like on the east wall of Kings Cross station. Buses staged along York Way off Euston.
They usually huddle together when rain is forecast
