Human rights etc… aside, it will be interesting to observe how effective this actually is.
As in, I would expect the average Russian to generally believe much of the propaganda about the West being “bad”, and Ukraine being “terrorists” or whatever, but propaganda about how “having children is good” is a bit too close to personal preferences for people to just act on it. So, I would expect it to have relatively little effect in terms of an increase of birthrates, while also encouraging even more brain drain, so it might really be a net-negative, in terms of effect.
Morally hard to defend but at least they recognize the root of the problem is cultural not income or some other economic variable.
