Maybe first you should get the full image, as most points have a * after them, and that should give you the conditions for it to happen..
Also, forget about renting a flat at 600€/month in Lisbon :p
Edit: if you had searched google for the name of the program (Portuguese NHR program), you would immediately get webpages on how it works..
