  1. I’m curious whether, for Canada, this includes provincial as well as federal spending. The federal government provides transfer payment to the provinces as they are responsible for the administration of health care, but provincial taxes account for a very significant additional cost.

    Can’t quite remember. Something with Obama and healthcare, but I can’t quite remember what it was.
