Are there ~~American~~ Russian Express cards? Or does this mean all visa cards and mastercards are useless in Russia now?
Unfortunately, Russian banks still have the option of Chinese based firm UnionPay cards as long as China is comfortable playing both sides, which frankly it’s what they’re going to.
