Seems like a pretty good thing to say to scupper your recent EU application, but okay.
She says they condemn Russian attack, 230,000 refugees from Ukraine, airspace is completely closed at request of Russian federation and to protect civilian airspace, Russian forces remain in Transnistria, they have a negotiating format for communication with Transnistria, and are militarily a neutral state as enshrined in constitution.
This won’t help them when Russia decides to protect Transnistrians next time and invades Moldova.
Unless Russia is stopped in Ukraine, which is tough, but the only chance for Europe right now. Just like with the Winter War, after the horrible casualties Russia will learn, and the next invasion will be more brutal and effective.

(1) The Republic of Moldova proclaims its permanent neutrality.
(2) The Republic of Moldova does not allow the deployment of military troops of other states on its territory.

It’s pretty scary looking at the map and seeing Moldova, russian territory currently in Ukriane pretty much makes up the entire country and can be invaded by North, south and East if russia take the whole of Ukraine, hopefully not.
