fun fact….that was a phone sex hotline number in Germany some 15 years ago as well with quite a catchy ad jingle that comes straight to mind:

From a landline in the same area code the number is in, you can dial it as is. (It used to be that this was the most likely scenario and some people haven’t caught on yet, causing this kind of confusion.)
From another Austrian area code or mobile phone with an Austrian SIM card, add (at the start) 0 followed by the area code, someone else already told you what the one for Graz is.
From a non-Austrian SIM card or landline, add (at the start) +43 followed by the area code (i.e. leave out the 0 from the above).
