They might be able to license production of parts of it. If they can just get the missiles that’ll solve many of their problems.
Out of concern for national safety the USA have always been very reluctant to give out any licence for military equipment. At least the coming administration will not be held back by such concerns.
Hell just sell them a couple of nukes.
Ukraine could build most of the heavy engineered parts of the missiles and the support vehicles. The circuit boards and software can be imported from the US and installed to complete the control systems in the missiles and the command and control vehicles. Thus the capability to build heart of the systems would not be transferred to Ukraine.
