You can’t technically misuse it, because there was no real way to regulate what you could use it for so long as you were running payroll, which they likely were.
For example, you give me a dollar for a soda. I put it in my wallet with other dollar bills. I use a different dollar bill to buy the soda and the dollar you gave me to buy chips I wouldn’t have bought had you not given me the dollar.

I bet most companies “misused funds” who got COVID relief. Lil Wayne is a company, just like a restaurant chain…and I can almost guarantee restaurants were just as guilty as musical artists with managing those bail outs.
