It’s not ratified – after the russians fucked off we couldn’t restore estonias pre-occupation borders and instead had to settle for occupation time Estonian SSR borders. They have tried to get it fixed but russia continues to fuck up something in global scale so that we cant have any meaningful diplomatic relationship with them.

That’s what Russia did in 1945 when they took eastern parts of occupied Estonia and moved it administratively under Russian SFSR.
Inside Soviet union it was just an administrative border. In 1991 it became the state border (officially control line as we don’t have border agreement with Russia) as Estonia did not have any power to restore our official border. Estonian border guards in 1991 were just some guys without any weapons. Soviet special forces OMON used to attack Estonian border points. In which case Estonian border guards escaped to the forest. Similar things happened in Lithuania, but more tragically. Medininkai incident – Russians killed 8 Lithuanian border guards.
There are more strange places like Dubki exclave small piece of uninhabited Russian claimed territory inside Estonia.
