The 2024 municipal ranking in Portugal sees Lisbon once again claiming the top spot, just as it did in 2022 and between 2017 and 2018.
With a score of 14.4 on a scale from 1 to 20, Lisbon has moved up one position compared to the previous year and increased its rating by half a point, according to Marktest.
Municipal rankings are determined by analysing 39 indicators grouped into three key areas: demographic dynamism, economic dynamism, and quality of life. Each indicator is scored from 1 to 20, reflecting the municipality’s standing among the 308 municipalities across the country.

Second Spot in Portugal’s 2024 Municipal Ranking
In second place is Albufeira, which scored 13.8 points, improving two positions from 2023. “It returns to the position it held between 2018 and 2020 and again in 2022, after leading this ranking in 2021,” according to Marktest.
Cascais comes in third, with 13.7 points. This marks Cascais’ best relative position in the last decade, surpassing its 4th-place finishes in 2014, 2015, 2019, and 2021.
São João da Madeira drops two positions to 4th, scoring two-tenths less than the previous year when it ranked 3rd. Meanwhile, Aveiro, which led the table in 2023, falls to 5th place with 13.4 points.
