I mean, most of the Commonwealth needs an actual *visa* to visit the UK. And Malta is in the EU.
Does feel bad though, given Malta did actually vote to join the UK in the 1950s 🙁
Does anyone remember in 1956 when Malta had a referendum to join the UK, and 77% of people voted in favour of it but we said “nah”
