I don’t think the people around Trump ever thought for a second Gaetz would actually be Attorney General, I think they nominated him which was probably promised quite a while ago and took his knees out with the report. I’m just guessing here, but Gaetz is too much of a screwball and flaky to be Attorney General and even Trump‘s people know that. They are going to reward someone with the Attorney General job They cannot only use but get something from.
