  1. It not outright ban anonymous accounts but offer ways for users to verify their identities and control who can interact with them such as by selecting an option to only receive DMs and replies from verified accounts.

    Its likely most will not opt in.

    So this will have the effect of making it so it doesn’t apply to actually problematic sites because they aren’t big enough…
